Replacement of a lost Singapore passport
Information on what to do if you have lost your passport while travelling in mainland China, and how to apply for a Document of Identity for urgent return to Singapore.

Under the Passports Act (Chapter 220), you must report a lost passport within 14 days of losing it. We recommend you report it immediately.
Overview
You may refer to the following steps in the event you lose your passport in Mainland China.
Step 1
Check all your belongings thoroughly to ensure that you have not simply misplaced your passport.
Your lost passport will be invalidated immediately once reported lost. Passports reported lost cannot be used, even if later recovered. If you recover your passport after submitting the loss report, please inform ICA and the Consulate-General. You must also surrender it to ICA within 14 days, as required under the law (Passports Act 2007). Failure to surrender a recovered passport is an offence. You could face a fine/and or imprisonment.
Step 2
Report the loss of your passport via the Singapore Immigration & Checkpoints Authority (ICA)'s e-Services, as well as apply and pay for a new passport and/or Document of Identity (DOI) as necessary.
A Document of Identity (DOI) is a temporary travel document issued to facilitate one-way return to Singapore. If you need to return to Singapore urgently and cannot wait for a replacement passport, please apply for a DOI.
Step 3
Report the loss of your passport to the nearest neighbourhood police station (派出所) to obtain a Police Report (报警/求助回执单).
Thereafter, report the loss of passport at the local Entry-Exit Administration Bureau (EEAB; 出入境) for a Confirmation of Loss of Passport Report (护照报失证明).

Step 4
ICA is the approving authority for DOI and passport applications. Once your DOI/replacement passport is approved and ready for collection, you will be notified by the Consulate-General.
If you had applied for a replacement passport online, please await our notification before making an appointment for passport collection.
Note: ICA will email you when the passport application has been approved. This email does not mean the passport has arrived at the Consulate-General and is ready for collection. It typically takes 2 weeks after approval for the passports to reach the Consulate-General.
If you had applied for a DOI online, please make an appointment to collect it from the Consulate-General. If you need an urgent appointment, you may call the Consulate-General's Duty Phone at +86 136 0607 1221 for assistance.
If you were unable to apply for a replacement passport or DOI online, please make an appointment to visit the Consulate-General to submit a manual application.

Police Report (报警/求助回执单)
Confirmation of Loss Report (护照报失证明)
Photo identification/documentary evidence of your Singapore citizenship (e.g. NRIC)
One recent passport-sized colour photograph (35mm by 45mm) taken on a white background
Application fees
Replacement Singapore passport
S$70 for applications submitted online
RMB 427 (S$80 equivalent) for applications submitted through the Consulate-General
Additional fees for loss passport:
S$50 or RMB 267 (for the first passport loss)
S$100 or RMB 533 (for subsequent losses)
Document of Identity
S$15 or RMB 80 for both applications submitted online and/or through the Consulate-General
Exiting China
Report to EEAB with your DOI within 30 days after obtaining the Confirmation of Loss of Passport Report and obtain an Alien’s Exit-Entry Permit (外国人出入境证) before leaving China.
You may be required to prove to the EEAB that you had registered with a hotel or a local police station when you first arrived in China, as part of the EEAB's investigations.
It typically takes about 5 to 7 working days to obtain Alien's Exit-Entry Permit, although processing times can be longer.
If you had entered China under the Mutual 30-Day Visa-Exemption Arrangement between Singapore and China, and are departing within the 30-day period with a DOI, you may not need to obtain the Alien's Exit-Entry Permit in order to leave. Please contact the Consulate-General for further advice.
Upon your return to Singapore, you will need to surrender the DOI and apply for a new passport at ICA.
